Sylvia Marie "Tootsie" Neil, 94, of Jacksonville passed away May 10, 2020. She was born April 30, 1926 in the Delta to Harry Williams and Beulah Bowers Williams, but was raised in Des Arc, Arkansas.

Ms.Neil was predeceased by her parents, husband, Troy Neil and siblings, Luther Bynum, Luella Yeager, Midge Benson and Mary Moss.

She is survived by her only child "The Baby" AKA Veronica Colvert and son-in-law, Frank, who was loved as her own son, of Jacksonville. She was known as Mama Tootsie to grandson, Joshua (Randi) Colvert and great-grandchildren, Abigail and Josh, all of Texas; her pastor and friend, Tim Carter and her much-loved church family, Landmark Missionary Baptist Jacksonville, and her brother-in-law, Ernest (Donna) Neil of Hazen.

A graveside memorial will be held at Lakeside Cemetery in Des Arc at a later date.

In remembrance of Ms.Neil, her church will honor her Sunday, May 24, 2020 at 10:30 am. (2200 Marshall Road, Jacksonville, AR).
